ODOT Charges Involve Bribes, Strippers

CLEVELAND — Two Ohio Department of Transportation employees and a vendor pleaded not guilty Friday to charges they misused government money and property.
Investigators said its the first round of charges in a case that involves bribes, bid rigging and even strippers and sex.

Todays appearances follow a scathing report from Ohios Inspector Generals that uncovered corruption at the garage. It alleges that bribes, like jewelry, cash, trips, and even lap dances at strip clubs were given to ODOT managers in exchange for rigging contracts by altering bid documents.
Allegedly, an ODOT facilities manager even paid a stripper to have sex with him in his minivan parked inside the ODOT garage, and gave $4,000 to a stripper for a breast augmentation.

Cleveland Strip Clubs: 3 Defendants in ODOT Corruption Scandal Plead Not Guilty
Prosecutors say two men who worked for ODOT, William Werman and Joseph Jedrzejek, along with former ODOT vendor, Jeffrey Bauer, entered not guilty pleas to a variety of corruption charges.
“These individuals are part of the wide-ranging corruption scandal within ODOT,” says Paul Soucie, the assistant county prosecutor in charge of the case. “Contracts were steered, bribes were paid, favors were done and benefits were provided to ODOT employees.”
The allegations first came to light last year in a blistering report by the Ohio Inspector General.
In essence, the report indicated that vendors would bribe state officials in exchange for receiving state contracts to do work for the ODOT in and around Cleveland.
The bribes included the now infamous “ODOT Boat Days,” where contractors allegedly took ODOT employees on boat trips on Lake Erie that included strippers. The I-Team last year broadcast pictures from the Boat Days.

CLEVELAND — Two Ohio Department of Transportation employees and an agency vendor have been charged in Cleveland in a contract-steering corruption investigation.
Cuyahoga (keye-uh-HOH’-guh) County Prosecutor Bill Mason says one ODOT employee was charged Friday with theft and a second with having an unlawful interest in a public contract. The vendor was charged with bribery and attempted tampering.
Mason says at least six other defendants will face charges over the next two weeks.
Seven ODOT employees resigned or were fired last year following a report by the Ohio inspector general outlining nearly $11 million in questionable or improper payments to contractors.
Employees allegedly accepted lap dances at strip clubs, fishing trips and other favors in exchange for steering contracts.

The first nine figures from the scandal were scheduled to face criminal charges yesterday. But glitches in accepting paperwork at the Cuyahoga County Common Pleas Court forced a delay, said Ryan Miday, spokesman for Cuyahoga County Prosecutor Bill Mason.
Seven of the defendants are scheduled to enter pleas this morning, he said. The other two are expected in court Tuesday.

According to a report by Inspector General Thomas P. Charles’ office in October, purchasing managers in the office directed more than $11 million in state contracts to vendors who rewarded the officials with fishing trips, Las Vegas hotel rooms and sex with strippers.

The report accused O’Donnell of being at the heart of a conspiracy that ranged from inflated bills to drunken fishing trips with strippers for ODOT officials and contract steering to discounts on garage doors.

Accompanying the two men on the trip, according to Charles’ report, was the district’s equipment superintendent, Terrence Kosmata, other ODOT vendors and three to five strippers.
Kratochvil also held annual Christmas parties for preferred vendors at Cleveland strip clubs he frequented, where they left behind hundreds of dollars in cash to cover drinks, food and lap dances, the report said.

In exchange, O’Donnell was accused in the report of giving Kratochvil $800 in cash for furniture his son purchased for a stripper and gave Kratochvil, who owns his own construction company, and Kosmata deals on garage doors.

A short while back, Lebron James found himself in a mini-controversy when it was learned that he had asked Nike to disappear a video tape of James being dunked on. While the incident certainly isn’t world-shaking by any means, it was a chance to see inside the massive ego of one of this era’s great athletes.
Of course, it’s not like James was the first superstar athlete to hide his flaws. About 100 years ago, Babe Ruth would eat 20 hot dogs, drink 30 beers, sleep with 28 prostitutes and then go 2-for-4 with a dinger. And the press would dutifully report on the dinger and little else.
Using a more recent example, it’s easy to see that James could be following in the same footsteps as Tiger Woods when it comes to image control.
