Vendors Christian Hilty, 51, of Chagrin Falls, and Jeffrey Bauer, 42, of Willoughby Hills, are scheduled for a pretrial hearing Tuesday.
Assistant County Prosecutor Paul Soucie said he expects all to take responsibility for their role in a decade-long scheme of bid-rigging and fraud that may have cost the state millions.
The charges are in connection with an Ohio inspector general’s report released last October, which described how vendors plied high-ranking officials in ODOT’s District 12 office in Garfield Heights with cash, vacations and sex with strippers on Lake Erie fishing trips in return for state contracts.

The owner of an Austintown night club is making serious allegations against Austintown trustees in a lawsuit.
Sebastian Rucci, owner of the Go Go Cabaret, is claiming that township officials have unfairly targeted his business with the aid of the attorney for his competitors, as well as their employees.
The Go Go Cabaret was ordered closed earlier in the year after a raid exposed prostitution and drug activity.
The lawsuit claims that evidence for the raid was gathered with the help of the attorney for competing adult businesses in the area.

Cleveland Strip Clubs: Businessman linked to ODOT scandal pleads not guilty

Ryan Miday, a spokesman for Cuyahoga County Prosecutor Bill Mason, said O’Donnell and the others who have been charged have been cooperating in the investigation. O’Donnell said last week that he had been cooperating and that his charge centered on money he paid to help fund lavish Christmas parties thrown by ODOT workers at Cleveland strip clubs.
He declined further comment Tuesday.
Craig Gorsuch, president of West Shore New Holland in North Ridgeville, is scheduled to be arraigned Friday on a bribery charge, according to court records.
Although Miday wouldn’t discuss the specifics of the allegations against O’Donnell, he said the owner of North Shore Door Co. had paid out “thousands of dollars” in bribes during the decade the investigation covered.

The report said O’Donnell would host annual “ODOT Boat Day” events on his 36-foot boat in which he, ODOT officials, vendors and strippers would spend a day “drinking, swimming and frolicking.”

Three more defendants have been charged in a kickback scheme involving ODOT.Ohio Department of Transportation vendor Richard Goldizen Jr., 54, of Perry Township faces up to 18 months in prison if convicted of attempted tampering with records.Two other vendors also were in Cuyahoga County Common Pleas Court on Tuesday accused of using scams to illegally steer contracts and business to friends and associates from 2000 to 2007, Cuyahoga County Prosecutor Bill Mason said.
Christian Hilty, 51, of Chagrin Falls faces up to one year in prison if convicted of theft.
Mark O’Donnell, 60, of Elyria could face up to one year in prison if found guilty of bribery.
On Friday, two ODOT employees and one vendor were in court on corruption charges.
Charges against 25 more people are pending, Mason said.
An 18-month investigation by the Ohio Inspector General accused supervisors of rewarding vendors with money, vacations and strippers in exchange for state contracts.

3 Charged In Connection With Steering ODOT Contracts

CLEVELAND — Not guilty pleas were entered in court Tuesday by three Ohio Department of Transportation vendors.
Their charges are in connection with a case that involves allegations of bribery, theft and even strippers and prostitution.
The men are charged for a wide-variety of scams to illegally steer ODOT contracts and business.
“What that means is that they’ve provided items of value, in this case, cash to ODOT officials in exchange for favors and contracts, and they also altered documents,” said Paul Soucie, assistant prosecutor.
Richard Goldizen, of Perry, was charged with one count of attempting to tamper with those records.
Mark O’Donnell, of Elyria, was charged with bribery and Christian Hilty, of Chagrin Falls, was charged with theft.
