Sexually oriented businesses will come under more regulation if Norton City Council approves a resolution to amend Chapter 1292 of Title 6 of Part 12 of the city’s codified ordinances.
Council hosted a public hearing on the proposal during the Oct. 25 meeting, with no one speaking for or against the issue.
If approved, the resolution would “prevent the deleterious location and concentration of sexually oriented business,” according to the legislation.
The legislation includes a list of what constitutes a sexually oriented business (adult arcades, bookstores, novelty stores, video stores, cabarets, hotel or motels and movie theaters, as well as escort agencies, massage parlors, nude model studios, sexual encounter centers and any combinations thereof) and their definitions. The businesses would be permitted in I-1 (Light Industrial) or I-2 (Heavy Industrial) districts but may not be established within 1,000 feet of:

CLEVELAND – The rise in human trafficking cases that the FBI investigates has more than doubled since 2000. The numbers climbed from just 51 in 2000, to 146 in 2005.
That’s why the FBI has formed a new task force that will deal with the growing problem.
“It constitutes the Cleveland Police Department, the FBI and the Sheriff’s Department.  What we are doing is targeting juvenile prostitution and forced adult prostitution,” Special Agent Timothy Kolonick said.
The task force will target prostitution on the street and on the Internet. 
But to do that the task force needs the help of first responders. That’s the reason for a seminar held recently at Hillcrest Hospital. The FBI taught first responders and health care workers about identifying victims of human trafficking and what to do when they suspect someone is a victim.

(Fairport Harbor)- A Lake County woman charged with promoting prostitution and solicitation is due in court on Tuesday.
Fairport Harbor Police Chief Mark Kish says an investigation started earlier this month following a tip regarding prostitution at 32-year-old Dawn Calhoun’s apartment on High Street.
Police found ads posted on several websites offering erotic massages. Some of the wording in the ads led us to believe there was a sexual component to the massages says Kish.
An undercover police officer then called Calhoun, set up an appointment, and when he showed up Calhoun allegedly offered sexual favors for money.
If convicted, she faces up to 18 months in prison.

Rybak, 53, of Independence, is the business manager of Plumbers Local 55 union. He is expected to admit to bribing Dimora in various ways in exchange for a pay raise for his wife who works for the county.
Rybak is charged with bribery, embezzling from the union and conspiring to obstruct the corruption probe.
Dimora allegedly received free plumbing work at his Independence home and an ice maker.
Federal prosecutors released quotes from a taped conversation between Dimora and Rybak. They discussed the possibility of arranging sexual favors for Dimora.
Rybak referred to former New York Governor Elliot Spitzer, who resigned as governor after admitting to patronizing a prostitute.

In Cleveland, this type of technology was used in the break in of 10 vehicles at a used car lot that happened the day after Christmas 2009. Police Sgt. Sammy Morris says there was a blood sample left in one of the vehicles that they gathered, sent to BCI and that eventually led to the suspect being arrested.
A felonious assault case in Rocky River would not have been solved if it weren’t for testing. Sgt. Carl Gulas says a resident was hit in the head with a 25 pound barbell by a female in May. The victim suffered severe brain injuries.
At the crime scene they found a trail of blood down Wooster Rd. near the victim’s apartment. “We submitted it to BCI and they were able to process it using their new robotic DNA testing procedures. That gave us a hit to a female who had an extensive arrest record for crimes of violence, drugs, prostitution and theft.”

LORAIN — A Lorain man says two strippers stole $1,200 and six bottles of alcohol from his West 19th street home, according to a Lorain Police report.
A female stripper, known as Dynasty, called the Lorain man Oct. 14 and asked him to pick her up from an Elyria grocery store. When the man arrived, Dynasty was with her friend, known as Coco, also a stripper.
The man told police he took the strippers back to his home and the three played cards and took a shower together. After the shower, the three went to the man’s bedroom — Dynasty and Coco took turns leaving the room to answer phone calls.

The man told police the only person who knows about the coins is another woman who used to be a stripper and knows both Dynasty and Coco, according to the report.
