Although Beasley lacked a criminal record and offered favorable character witnesses, the evidence did not support a finding that Beasley’s conduct in soliciting sex for hire was the result of police entrapment.

According to the proposal, such adult-oriented businesses cannot be closer than 500 feet of a district that is zoned residential; a business that is licensed to sell beer or intoxicating liquor; a pool/billiard hall; video or pinball business; place of worship; public or private school; library; licensed day-care facility; public playground or similar activity attended by those under 18 years of age and others.
Mayor Cyril M. Kleem said the three measures are part of the city’s overall zoning code review that should be completed by year’s end.
“The big picture is, before we called the moratorium, an adult business, which doesn’t mean your traditional strip club, can locate just about anywhere in the city,” he said. “By creating this zoning code, we are not making any attempt to invite adult businesses. We are trying to designate an area where they could locate. Legally, they have a right to be in the community.”

An Akron woman was arrested Monday for soliciting sex knowing she is HIV positive, police say.
Tish L. Secession, 38, was charged with loitering to engage in sexual activity being HIV positive. She had a previous conviction of soliciting and being HIV positive from 2009.
Officers responded to a complaint of a female flagging down cars in the intersection of East Tallmadge Avenue and Schiller Avenue.
When they arrived on the scene, officers saw Secession in the street blocking traffic and talking to a 26-year old man in a vehicle.
The man told officers that Secession had offered him oral sex for $10.00.

Sexual offender heading back to prison for seeking sex at a Cleveland playground

CLEVELAND, Ohio — A 32-year-old sexual offender released from prison in May is headed back to a cell.
Orlando Fowler was sentenced Tuesday to 18 months in prison, the maximum for attempted compelling prostitution.
A Cuyahoga County jury found Fowler guilty of seeking to have sex with a girl Sept. 10 at Cedar Estates.
Fowler walked up to a 10-year-old boy playing basketball with his friends and said he’d give him $100 if he found him a little girl to have sex with, prosecutor’s spokesman Ryan Miday said.
Fowler said he had condoms and candy.
The boy told the older boys at the playground and they chased Fowler toward East 30th Street and Carnegie Avenue. He was arrested at a McDonald’s, where he had tossed the contents of his backpack across the parking lot.

Akron, Ohio – People who live and work in Akron’s North Hill Community say prostitution is a problem along West Tallmadge Avenue.
“I seen prostitution, drug activity, gangsters, wanna-be’s whatever you want to call it” said Chuck Fields outside a temporary employment agency where he was hoping for some work. “It’s tearing down the city.”
It is in this neighborhood police say they arrested 38-year-old Tish Secession in August and charged her with attempted solicitation. Court records show it was not her first solicitation arrest and records show that while she was in jail she tested positive for H-I-V.
“All the people who are arrested for soliciting are court ordered to be tested for HIV, and she was positive for HIV at that time” Akron Police Lieutenant Rick Edwards told Fox 8 News.
